Objectives

• Planning and monitoring over the improvement of personnel management quality control through the selection of highly qualified employees;

• Improvement of HR records management;

• Improvement of knowledge and advanced training of university employees.

History of creation

• The personnel management office has been organized since the day of the formation of the Central State Medical Institute. The personnel service at different times was headed by: K.S. Zakhlevny, L.A. Yeremenko, Z.Ye. Andreiko, Z.B. Mamed, S.R. Baimukhametova, Zh.A. Kurmangalieva. At present, I.I. Zikenov heads the Office.

• The Office formed its mission, defined strategic guidelines and goals in the field of integrated management system, which are consistent with the goals and mission of NJSC “AMU”.

Activities

Some of the strategic guidelines are:

• improvement of the management system in NJSC “AMU” including personnel management, compliance with the principles of corporate governance.

• improvement of the system of incentives and motivation of employees of NJSC “AMU”. Development of personnel potential.

• modern HR-management is based on improving the quality of the organization’s human resources, their ability to learn and adapt to changing working conditions.

• development and implementation of a system of moral motivation and encouragement, timely encouragement of employees, promotion of individual and overall success.

• The head and all employees of the office constantly consult on issues of personnel records management, labor legislation and other regulatory legal acts. In order to track customer satisfaction, a survey is conducted on the services provided to take into account feedback. The office has a journal for registering the provision of consulting services on personnel management issues.

• The office staff always welcomes feedback and suggestions from university staff.

Achievements

• Optimized storage of personnel records, which reduced the time for issuing statements for employees by 30%;

• on a permanent basis, data are entered into the state information portal “Electronic Labor Exchange www.enbek.kz”;

• the Information system “PLATONUS” is functioning;

• accounting in the software “Altyn-Kadr” is automated;

• monitoring is carried out on the official website of Headhunter;

• in 2021, advanced training seminars were held on the topics:

- “Labor legislation of the Republic of Kazakhstan and labor disputes: application practice (for members of the Conciliation Commission)” – 4 people;

- “Strategic planning, project management” – 6 people;

- “Resolution of labor disputes on issues of dismissal and transfers” – 2 people;

- “Records management, archival records management and file register” –                      10 people;

- “Technology of distance learning” – 2 people;

- “Fundamentals of Lean Technologies” – 2 people.
