In 2000 he graduated from Kazakh State University named after D.A. Kunaev with a degree in jurisprudence. In 2017 he defended his dissertation for the degree of Doctor of Philosophy in the specialty 6D030100 «Jurisprudence» on the topic: «Forensic classification of persons and its applied significance». He has extensive experience in scientific and pedagogical activities in law schools and faculties. From 09/01/2002 to 09/20/2019 - Lecturer, Senior Lecturer, Head of the Department of Fundamentals of Law and Economics, Head of the Department of Jurisprudence, Deputy Dean of the Faculty of History and Jurisprudence of Kokshetau State University. Sh. Ualikhanov. From 09/20/2019 to 12/07/2020 - Deputy Dean of the Faculty of Law of the L.N. L.N. Gumilyov. From 07.12.2020 to 09/05/2022 - Associate Professor of the Department of Theory of the History of State and Law, Constitutional Law of the Faculty of Law of the L.N. L.N. Gumilyov. Author of more than 30 scientific publications. Sphere of scientific interests - theory and history of state and law, criminalistics, criminal procedure, criminal liability of medical and pharmaceutical workers.

Creation history

The Chair of Medical Law and Ethics was established on July 14, 2020. The basis for the creation of the department was the decision of the Board of Directors of NJSC AMU No. 4 dated 14.07.2020. Since September 2020, the head of the department is Candidate of Law, Associate Professor Zhanna Tlembayeva.Objectives

The main purpose of creating and operating the Chair of Medical Law and Ethics is to provide students with legal training, provide future medical and pharmaceutical workers with the optimal amount of specialized legal knowledge that allows them to make reasoned decisions of an organizational and legal nature in the implementation of professional medical activities.

Currently, the medical community is more aware than ever of the need to possess medical and legal knowledge. The rapid development of modern legislation, the increased requirements for providing high-quality medical care, and the facts of unfavorable outcomes of medical intervention clearly indicate the need to improve legal knowledge in the medical profession.

Today, it is difficult to overestimate the importance of legal knowledge for medical professionals. In this regard, the development of educational, methodological and scientific-practical support for the legal training of medical and pharmaceutical workers, improving the organization of the educational process for teaching legal disciplines in a medical university becomes particularly relevant.

Activities

The Chair of Medical Law and Ethics provides legal training for students (interns, residents, undergraduates and doctoral students) in the specialties 6B10107 "General Medicine", 7M10103 "Public Health", 8D10103 "Public health" in accordance with state educational standards medical and pharmaceutical specialties and modern qualification requirements for University graduates.

The main tasks of the Chair are:

1. Introduction of innovative training technologies in the educational process of legal training of medical education specialists.

2. Development and implementation in the educational process of electronic interactive tasks and cases on the disciplines of the department.

3. Improving the quality of specialist training by implementing practice-oriented training, using new achievements in legal science and practice in practical classes, when students perform practical tasks and cases, and organizing independent work.

4. Improving the forms and methods of independent work of students, increasing the demand of teaching staff for this type of educational work.

5. Development of electronic teaching materials

6. Advanced training of teaching staff.

Leading teachers of the Chair are well-known legal scientists, which allows us to solve the most complex medical and legal problems that are the main directions of scientific and practical activities of the department. The educational process is provided by professors of the department (B. Zh. Abdirayim, Zh. U. Tlembayeva, J.I. Ibragimov, A.M. Sarsenov), associate professors (D. T. Niyazgulov, A. A. Dauletkhanova), senior teachers (G. S. Bazarova, M. G Khamzina, M. Zh.Kudaibergenova, M. A. Alchimbayeva).

The faculty of the Chair teaches the following subjects: "Medical law", "Actual problems of the legal status of medical workers and medical organizations", "Fundamentals of state control and supervision in the field of healthcare", "Legal status of medical workers", "Features of labor organization in medical organizations", "Judicial practice in cases of medical services provision", "Conciliation procedures in resolving disputes in the field of healthcare", "Legal foundations of public administration in the field of healthcare"

Achievements

The Chair develops and constantly updates teaching materials that contribute to the correct construction of practical classes, as well as provide assistance to students in mastering legal disciplines.

In the process of studying the disciplines of the Chair, modern educational technologies are used for deeper assimilation of educational material. This helps to increase the level of activity of students when performing tasks for practical classes. This goal is served by the use of case-based learning technology, which contributes to the deep assimilation of the discipline, the acquisition of new knowledge and skills necessary in professional activities. The main purpose of practical classes in medical law is to complete tasks and collectively discuss relevant options for solving cases, taken as an example. as a rule, from the practice of courts, law enforcement agencies, and other life situations. Therefore, the Chair of Medical Law and Ethics of NJSC "Astana Medical University " attaches great importance to the methodological support of practical classes. In 2021, a team of teachers of the department (Tlembayeva Zh. U., Bazarova G. S., Alchimbayeva M. A.) prepared a collection of practical tasks and cases on the discipline "Medical Law" in Russian, Kazakh and English.

Teachers actively participate in scientific work, in particular, in the preparation of publications in scientific collections on current medical and legal issues, in the work of scientific and practical conferences. Teachers of the department organize scientific events (forums, online conferences).

The main tasks of the Chair in the field of research activities are:

1. Study of current issues of medical law.

2. Research of actual problems of modern legislation of the Republic of Kazakhstan in the field of healthcare.

3. Study of the practice of dispute resolution in the healthcare sector of the Republic of Kazakhstan through the use of mediation.

Researchers focus on the problems of judicial review of cases in the field of healthcare, out-of-court resolution of medical disputes. The research results are of practical value and are used in the educational process.

In the 2020-2021 academic year, 2 scientific and practical round tables were held. On November 3, 2020, the department held a round table on the topic: "Problems and prospects of using mediation in resolving disputes between medical organizations and patients", June 4, 2021 round table on the topic: "Practice of using mediation in resolving disputes between patients and medical organizations: problems and prospects. They were attended by deputies of the Parliament of the Republic of Kazakhstan, judges, mediators, practicing lawyers, representatives of the Ministry of Health of the Republic of Kazakhstan, medical and law schools, professional associations of physicians, trade unions of health workers and others.

Teachers of the department, in addition to their main work, perform the duties of experts-they participate in the development, examination and consideration of draft regulatory legal acts, including in the field of healthcare.

On October 28, 2021, the Department jointly with the Novosibirsk State University of Economics and Management (NSUEM), the Volga Institute of Economics, Pedagogy and Law, the Institute of Legislation and Legal Information of the Republic of Kazakhstan held an international scientific and practical conference "Medicine and Law: Regulation and Judicial Practice", organized as part of the celebration of the 30th anniversary of Independence of the Republic of Kazakhstan. More than 80 people took part in the conference: deputies of the Majilis of the Parliament of the Republic of Kazakhstan, judges, representatives of the Ministry of Health of the Republic of Kazakhstan, public organizations, scientists, teachers, students, undergraduates and doctoral students of medical and law universities of Kazakhstan and foreign universities, medical workers, lawyers, mediators of the Republic of Kazakhstan, the Russian Federation, Ukraine, the Republic of Abkhazia, Lithuania, the UAE. The conference became a unique platform for the exchange of views and collective discussion of the most pressing problems of regulation of medical activities, bioethics and medical law, modern judicial practice in cases against medical workers and medical organizations, pre-trial settlement of disputes with patients, criminal liability in the field of healthcare.

Teachers of the Chair, in addition to their main work, take part in the development and review, scientific legal expertise of draft regulatory legal acts, including in the field of healthcare.

The Chairmaintains scientific contacts with a number of Kazakhstani and foreign universities, professional communities of lawyers, mediators, forensic experts, government agencies, organizations.
