Chief Specialist of the Center for Planning and Economic Analysis

Main job responsibilities

- planning of the entire contingent of students of the University (grant, paid) to form a Development Plan and clarify the Development Plan for the first half of the year;

- conclusion of contracts and additional agreements on budget training programs with the Ministry of Health of the Republic of Kazakhstan, the Ministry of Education and Science of the Republic of Kazakhstan and other local executive bodies;

- according to the concluded agreements on budget training programs, monthly, quarterly close acts of completed works for financing;

- monthly, until the 20th, to analyze the execution of concluded contracts for budget training programs, as well as on a paid basis;

- planning the need for scholarships, monthly provision of the need to the Ministry of Health of the Republic of Kazakhstan for the transfer of funds;

- planning the need for compensation of winter and summer travel for students under the state educational order, providing the need to the Ministry of Health of the Republic of Kazakhstan for the transfer of funds;

- provision of calculations for training expenses in JSC "Financial Center";

- formation of the expenditure part of the Development Plan for uniforms and nutrition of orphans of the University;

- preparation and management of scientific and educational projects, grant financing of the Ministry of Health and the Ministry of Internal Affairs of the Republic of Kazakhstan, monitoring of their implementation;

- honestly and conscientiously fulfill the assigned labor duties stipulated by the employment contract and the University Charter;

- participation in the development of regulatory documents of the CPiEA in the framework of effective management of the budget process;

- immediately inform the University management about undesirable phenomena, facts and the situation that has arisen that poses a threat to the life and health of people, the safety of the property of the employer and employees;

- participate in the review of the developed plans, as well as in the implementation and improvement of planning and accounting documentation;

- systematically participate in the organization of work to improve the quality of the educational and labor process;   

- take part in the development of measures aimed at compliance with financial discipline and other documents directly related to the activities of UPIEA;

- timely and fully comply with the oral, written instructions of the head of UPIEA, supervising vice-rector, which do not contradict the current legislation;

- conscientiously combine the work of a CPiEA employee in the absence of an employee (work leave, leave without pay, sick leave);

- observe labor discipline and etiquette standards;

- constantly improve the level of professional skills;

- take care of the employer's property;

- work with archival files and documentation of the department.

Education

Required professional experience

work experience in the specialty is at least 3 years.

Main job responsibilities

To control the administration of all information systems.

To control the integration of information systems with other systems.

Monitors information systems, develops development proposals;

To monitor the work of timely copying, archiving and backup of data;

Assist in the creation of additional new modules for information systems.

Carrying out work on the organization of the transition of the information system and its functional parts into operation (experimental, industrial);

To monitor the work of the administration of the database of information systems.

Analyzes cases of information systems failure;

To monitor the work on setting up and testing information systems.

To control the administration of Unix systems – CentOS, Debian, Ubuntu;

Organization of an uninterrupted educational process at the University using automated information systems hosted in the University's local networks.

Organization of implementation and timely high-quality technical support of automated information systems hosted in the University's local networks.

Participation in the work on the transition of the University to a Digital University using automated information systems.

Definition and coordination with the management of the list of equipment and software necessary for the adequate functioning of information systems, including a plan for the development of innovative technologies;

Participation and making proposals to ensure a unified policy in the field of implementation of modern automated information systems in the educational process;

Participation in the formation of the budget application for the corresponding fiscal year.

Performs a systematic analysis of the information systems market;

Organization of preventive maintenance, troubleshooting that occurs during the operation of information systems;

Implementation of control over the execution of technical specifications for the purchase of software products, information systems, as well as services that fall within the competence of the Department;

Implementation of Management activity planning, as well as reporting on the implementation of planned activities;

Preparation of organizational and administrative documentation on all issues within the competence of the head of the Department, which are consistent with his functional responsibilities. Provision of established reporting;

Implementation of control over the performance of work by third-party organizations (outsourcing);

Control of equipment, information system services supplied by suppliers in accordance with the technical specification.

Inspection of goods and services according to technical specifications and approval of acts of rendering services (works) and invoices;

Preparation of proposals for the modernization of automated information systems;

Execution of resolutions, orders, orders and other regulatory acts on Management issues.

Work with incoming, outgoing and internal Management correspondence.

Performance of official tasks, assignments and instructions of the Rector and Vice-rectors included in the scope of the head of the Department;

Manages the Management staff.

Education

Higher technical professional education

Required professional experience

Work experience as a programmer / developer / business analyst of information systems for at least three years or in the field of automation and mechanization of information processing for at least five years.
