On September 23, as part of the work plan to prepare the country for joining the International Classification of Functioning, Disability and Health (ICF), taking into account the age characteristics of children and adolescents, another webinar was held with the participation of international expert Judith Hollenweger (Judith Hollenweger).
The webinar was attended by representatives of central government agencies and their departments, specialists of higher educational institutions, medical clinics, national experts in the field of health, social protection and education, representatives of international and non-governmental organizations.
The moderators of this webinar were: Aigul Abduldayevna Abduldayeva - coordinator of the project carried out jointly with UNICEF, Candidate of Medical Sciences, Professor and Natalia Vladimirovna Slivkina - Head of the Department of Sports Medicine, Rehabilitation and Physical Culture, Doctor of Medical Sciences.
The webinar consisted of two sessions. The first session was focused on the issue "Vision and practice of Kazakhstan on the implementation of the ICF", where representatives of Ministries made presentations:
- Head of the Department of Public Health and Medical Rehabilitation of the Department of Organization of Medical Care of the Ministry of Health of the Republic of Kazakhstan Yerkebayeva Nazira Berikbayevna. Her report focused on medical and social expertise and rehabilitation (identified children with disabilities, broken down by age and gender). She spoke about the work done on the ICF (legislation, tools, services, data, training, research) and future plans;
- Director of the National Center for Children's Rehabilitation of the University Medical Center Corporate Foundation, MD, Professor Sholpan Adilzhanovna Bulekbaeva, who spoke about the ongoing rehabilitation activities and training courses, focusing on practical implementation and research;
- Candidate of Medical Sciences, Head of the Science Department of the National Scientific and Practical Center for the Development of Special and Inclusive Education of the Ministry of Education and Science of the Republic of Kazakhstan Aitzhanova Raigul Klimovna. Her report was structured with a focus on access to education and participation of children in education (children with special educational needs and disabilities, broken down by age and gender, receiving education);
- Executive Director of the NGO "National Alliance of Professional Social Workers", Doctor of Sciences in the field of social work, ass. Professor of ENU named after L.E. Gumilyov Yesimova Dinara Gabibollayevna. In her report, she focused on the training of social workers on the use of ICF;
- Chief expert of the Department of Methodological Support of the Social Sphere of JSC "Center for Human Resources Development" of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan Haldenova Aigul Tulegenovna in her report told about the needs assessment, access to services and case management (IPR), including the work done on the ICF (legislation, tools, services, data, training, research) and future plans.
Next, international expert Judith Hollenweger briefly spoke about the experience of implementing the ICF and gave practical advice. A more detailed discussion on this issue and the continuation of the second session with Judith Hollenweger is scheduled for October 14.
The information obtained during the webinars will be used in the development of an action plan to prepare for the implementation of the ICF in Kazakhstan and will allow exchanging views on key components of the plan, planning other thematic seminars, gaining a deeper understanding of the application of the ICF in sectors with a focus on children and adolescents.
The webinars will also inform about the preparation for trainings for specialists of public health, education and social security services, including medical and social expertise and psychological, medical and pedagogical consultations of pediatricians, medical workers, nursing nurses and mental health specialists.
