History of creation

The Department was formed and started functioning on May 30, 2022 in accordance with the Law "On Public Procurement" of the Republic of Kazakhstan. The Management of the Organization and Monitoring of Public Procurement (hereinafter referred to as the Management) through the holding of open tenders and the request for price proposals conducted uninterrupted production support of JSC "Astana Medical University" (hereinafter referred to as the University) goods, works and services. The Department is a structural subdivision of the University and is part of the Department of Infrastructure and Entrepreneurship Development. The Department in its work reports directly to the Director of the Department of Infrastructure and Entrepreneurship Development.
 
  Tasks

The main tasks of the Department are planning, organizing, conducting and regulating public procurement of goods, works and services carried out by the University, in order to effectively spend and save money used for public procurement, providing potential suppliers with equal opportunities and fair competition among them, as well as participation on the public procurement portal as potential service providers in within the framework of the statutory activities of the University. Compliance with the principles of legality, publicity, transparency, fair competition, equal conditions for participants in public procurement.
 
   Objectives

to provide the University with goods, works and services necessary in the production process, in accordance with the Law of the Republic of Kazakhstan "On Public Procurement".
  Functions
The Management , within its competence and in accordance with the procedure established by law , performs the following main functions:
1) organization of work on the acquisition of goods, works and services by the University in accordance with the legislation of the Republic of Kazakhstan;
2) development of draft documents related to the activities of the Department in the field of public procurement and their submission for approval;
3) development of an annual plan for public procurement of goods, works and services and provision of amendments and/or additions (import of the annual plan to the public procurement portal, creation of plan items) within the framework of the legislation of the Republic of Kazakhstan on public procurement;
4) placement on the public procurement web portal of announcements (including repeated ones) about ongoing tenders / auctions, purchases by requesting price offers, from a single source, through an electronic store;
5) development of tender/auction documentation in the field of public procurement, ensuring the approval of the tender/auction commission and the secretary;
6) formation on the web portal of public procurement of the protocol of discussion of the draft tender documentation, the protocol of preliminary admission, the protocol of admission;
7) conclusion on the public procurement web portal of contracts on public procurement of goods, works and services based on the results of tenders/auctions, purchases by requesting price offers, from a single source, through an electronic store.
In the field of public procurement monitoring:
1) monitoring the fulfillment of contractual obligations by suppliers in terms of compliance with the legislation on public procurement (introduction of contract enforcement, delivery of goods, works, services);
2) monitoring the execution of the Public Procurement Plan for Goods, Works and Services;
3) together with structural divisions, submitting applications for participation on the public procurement portal as potential service providers within the framework of the University's statutory activities.
In the field of local (internal) rulemaking and ensuring the legality of organizational and administrative documentation:
1) verification of documents received from structural units initiating the purchase of goods, works, services for compliance with the requirements of the legislation of the Republic of Kazakhstan on public procurement;
2) placement of information (announcements) on the procedures of public procurement of goods, works, services;
3) providing advice to structural units in the preparation of technical specifications.
In the field of claim and claim work:
1) preparation and submission of the necessary documentation to the Department of Legal Support of information about potential suppliers who have violated contractual obligations for the organization of claim work;
2) sending applications on the web portal for the inclusion of suppliers in the register of unscrupulous participants in public procurement on the basis of court decisions that have entered into force.
