By the resolution of the Central Committee of the CP Committee and the Council of Ministers of the Kazakh SSR on October 26, 1964, it was decided to open a medical institute in Tselinograd with a plan to admit 300 students for the 1st and 100 students for the 2nd year in the specialty "Medical business". The organizer of the institute was PhD, Associate Professor Rakishev A.R. (later Vice-rector for Scientific Work), invited from the Karaganda Medical Institute. Stanislav Dmitrievich Poletaev, who worked as Deputy Director for Scientific Work of the KazNII Tuberculosis, was appointed the first rector. On June 22, 1965, the order of the Ministry of Health of the Kazakh SSR approved the first composition of the Academic Council of the Institute in the number of 17 people.
