He graduated from the Akmola State Medical Academy in 1999. In September 1999, he continued his studies in clinical residency at the Department of Forensic Medicine at Akmola State Medical Academy. In 2001, he received a second degree from the Kazakh Academy of Labor and Social Relations in Jurisprudence and earned the qualification of Lawyer. After completing his clinical residency, he was accepted as an assistant professor in the Department of Forensic Medicine at KazSMA. In 2005, he defended his dissertation for the degree of Candidate of Medical Sciences in specialty 14.00.24 – Forensic Medicine. In 2007, he was promoted to Associate Professor in the Department of Forensic Medicine. In 2008, the Committee for Control over Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan awarded him the academic title of Associate Professor. Since 2010, he has held the position of Head of the Department of Forensic Medicine. Since 2025, he has been Head of the Department of Forensic Medicine and Law. He is the author of over 60 scientific publications, five of which have an impact factor, holds four patents for inventions, and has authored a textbook.

Goals

To train a new generation of highly specialized, competitive specialists with a high level of professional competence, based on the principles of continuous development and the trinity of education, practice, and science.

Objectives

  • Planning, organizing, and implementing educational, methodological, research, educational, and expert (clinical) activities in the fields of education, healthcare, and law;

  • Conducting scientific research in fundamental and priority areas of practical healthcare, and integrating the results of research and innovative technologies into the educational process;
  • Implementing continuing education programs to improve the qualifications and retrain medical personnel (certification courses);

  • Instilling in students the need for continuous professional learning and the improvement of their knowledge and skills throughout their professional careers;

  • Providing students with specialized legal knowledge that enables them to make reasoned, legally sound organizational decisions in the course of their professional medical activities.

History

The Department of Forensic Medicine at the Tselinograd State Medical Institute was established in the fall of 1967. It was briefly headed by Sergei Vladimirovich Shershavkin, a leading figure in the forensic medical intelligentsia, a prominent scientist, Doctor of Medical Sciences, professor, and forensic historiographer. In subsequent years, the department was headed by E.I. Zaitseva, PhD, Associate Professor (1969–1980); Yu.S. Isaev, PhD, Associate Professor (1980–1986); A.S. Zhakenov, PhD, Associate Professor (1986–1996); F.A. Galitsky, MD, Professor (1996–2010); and V.D. Osipov, PhD, Associate Professor (2010–2025). In 2025, the structural divisions of the NpJSC «AMU» were reorganized, and the Department of Forensic Medicine was merged with the Department of Medical Law and Ethics. Both departments were merged into a single department called the Department of Forensic Medicine and Law. Vsevolod Dmitrievich Osipov, PhD, Associate Professor, became the head of the department.

Main Activities

The department's activities are focused on implementing the state educational standards for higher professional, postgraduate, and postgraduate education. The department's faculty develops students' skills and competencies using innovative teaching technologies. The department's faculty is actively involved in research, particularly in preparing publications for scientific collections, participating in scientific and practical conferences, organizing scientific events (forums, online conferences), and participating in research projects. The department's faculty combine teaching with expert work at the Astana Institute of Forensic Expertise, a branch of the State Enterprise "Forensic Expertise Center of the Ministry of Justice of the Republic of Kazakhstan," actively engaging students in the process. They participate in the development and review of draft regulatory legal acts, including in the field of healthcare. They collaborate with healthcare practitioners and provide advisory assistance to law enforcement officials.

Achievements

Since its inception, the department's staff has published over 500 scientific articles, including those with an impact factor. They have also published a number of monographs, electronic textbooks, teaching aids, practical assignments, and case studies. They have received over 30 copyright certificates, patents, and provisional patents for inventions. They have also organized and held international scientific and practical conferences, resulting in the publication of collections of scientific papers from scientists in Kazakhstan and other countries. The department has a degree completion rate of over 60%. Every year, the department graduates forensic medical experts who are successfully integrated into the country's forensic medical service. Since 2013, the department has successfully implemented distance learning technologies for its continuing education programs. Through these continuing education programs, over 500 young specialists in forensic medicine and pathological anatomy have been trained, and over 1,000 forensic medical experts, pathologists, and paramedical personnel have been trained. The department's staff develops educational programs in forensic medicine, professional standards for the specialty of "Forensic Medicine," and a number of forensic research methods included in the State Register. They are members of working groups of the Ministry of Health of the Republic of Kazakhstan and the Ministry of Justice of the Republic of Kazakhstan in various areas of educational and clinical activities, and members of the Association of Forensic Experts of the Russian Federation, based in Moscow. The department maintains scientific contacts with a number of Kazakh and international universities, professional societies of lawyers, mediators, forensic experts, government agencies, and organizations. Our department's partners include the Department of Pathological Anatomy and Forensic Medicine named after Yu.V. Pruglo, Semey Medical University, and the Department of Forensic Medicine, Cukurova University School of Medicine, Adana, Turkey.
