Некоммерческое акционерное общество «Медицинский университет Астана» (далее – Университет), 010008, город Астана, район «Сарыарка», ул. Бейбитшилик, 49А, объявляет конкурс на занятие вакантных должностей членов Правления Университета: проректора по академической работе, проректора по клинической работе, проректора по научной работе, проректора по стратегическому развитию и международному сотрудничеству, управляющего директора.

Основной целью деятельности Университета является содействие развитию системы здравоохранения Республики Казахстан, путем создания необходимых условий для получения качественного образования, направленных на формирование, развитие и профессиональное становление личности на основе национальных и общечеловеческих ценностей, достижений науки и практики.

Основными предметами деятельности Университета являются высшее образование, деятельность больниц широкого профиля, специализированных больниц и других лечебных учреждений, имеющих стационары и общую врачебную практику.

Требования к участникам конкурса:

1) наличие высшего медицинского образования и ученой степени - для кандидатов на должности членов Правления, курирующих академическую, научную и клиническую деятельность Общества, а также стратегическое развитие и международное сотрудничество;

2) наличие высшего образования в области экономики, финансов или права, а также, как правило, степени магистра - для кандидатов на должности членов Правления, курирующих финансово-экономическую и административно-хозяйственную деятельность Общества;

3) наличие стажа работы не менее 3 лет на руководящих должностях в системе образования и здравоохранения, а также в других государственных органах и организациях любых форм собственности;

4) знание английского языка желательно.

Не допускаются к участию в конкурсе лица:

1) ранее совершившее коррупционное правонарушение;

2) имеющие непогашенную или неснятую судимость;

3) не соответствующие вышеуказанным квалификационным требованиям.

Лица, претендующие на участие в конкурсе, представляют следующие документы:

1) заявление в установленной форме (приложение 1);

2) копия документа, удостоверяющего личность участника Конкурса;

3) послужной список участника конкурса с цветной фотографией размером 3х4 в установленной форме (приложение 2);

4) копии документов об образовании и приложений к ним с представлением оригиналов для сверки:

- об образовании, ученой степени, полученным гражданами Республики Казахстан в зарубежных организациях образования прилагаются копии удостоверений о признании или нострификации данных документов об образовании, выданных уполномоченным органом в сфере образования, за исключением документов об образовании, выданных зарубежными высшими учебными заведениями, научными центрами и лабораториями гражданам Республики Казахстан – обладателям международной стипендии «Болашак», а также подпадающих под действие международного договора (соглашения) о взаимном признании и эквивалентности;

- об образовании, выданных обладателям международной стипендии «Болашак» прилагается копия справки о завершении обучения по международной стипендии Президента Республики Казахстан «Болашак», выданной акционерным обществом «Центр международных программ»;

- об образовании, подпадающих под действие международного договора (соглашения) о взаимном признании и эквивалентности прилагаются копии справок о признании данных документов об образовании, выданных уполномоченным органом в сфере образования;

5) копия документа, подтверждающего трудовую деятельность, удостоверенная кадровой службой по месту (действующему либо последнему) работы;

6) медицинская справка о состоянии здоровья (врачебное профессионально-консультативное заключение) по форме № 075, согласно формам первичной медицинской документации организаций здравоохранения, утвержденным приказом исполняющего обязанности Министра здравоохранения Республики Казахстан от 23 ноября 2010 года № 907 (зарегистрирован в Реестре государственной регистрации нормативных правовых актов за № 6697), выданная не более чем за шесть месяцев до дня представления документов;

7) справка об отсутствии судимости;

8) сведения о совершении коррупционного преступления;

9) две рекомендации от лиц, имеющих опыт руководителя, с которым кандидат работал не менее 2-х лет;

10) презентация развития деятельности по курируемым областям на 3 года.

Лица, претендующие на участие в конкурсе, могут предоставлять дополнительную информацию, касающуюся их образования, опыта работы, профессионального уровня и репутации (копии документов о повышении квалификации, званий, характеристики, рекомендации, научные публикации и иные сведения, характеризующие их профессиональную деятельность, квалификацию).

 

Прием документов для участия в конкурсе проводится в течение 5 (пяти) рабочих дней со дня опубликования объявления.

NJSC "Astana Medical University" announces a competition for the position of Director of the Department of Infrastructure Development.

Responsibilities:
  • Organization of provision of the university with material resources necessary for its activities, with control of their quality and rational use;
  • Management of development of plans and balance sheets for formation of production stocks taking into account needs and consumption rates;
  • Organization of surveys of facilities and participation in decision-making on elimination of technical and emergency situations;
  • Review and approval of cost estimate documentation;

Responsibilities:

Head of Public Procurement Organization and Monitoring Department
NJSC "Astana Medical University" announces a competition for the position of Head of the Center for Monitoring and Accounting of Students.

Responsibilities:
  • participation in the development of internal documents of the Public Procurement Department;
  • timely development of draft documents related to the activities of the Office in the field of public procurement and their submission for approval;
  • compliance with the law in the activities of the University and the protection of its legal interests in the field of public procurement;
  • control over the preparation of the annual plan for public procurement of goods, works and services, the preliminary annual plan for public procurement of goods, works and services, and amendments thereto;
  • monitoring compliance of the annual plan of public procurement of goods, works and services with the approved budget (development plan);
  • distribution of the load among public procurement specialists and general control over the proper performance of their official duties;
  • participation in resolving disputes related to procurement activities;
  • approve draft orders, protocols, contracts and other documents on state procurement of goods, works and services;
  • general control over compliance with the legislation of the Republic of Kazakhstan governing the process of public procurement, as well as other regulatory legal acts indirectly related to the procurement process;
  • monitoring and control of the public procurement process;
  • ensuring the avoidance of risks established in the relevant corporate documents of the University for Risk Management;
  • control over the preparation and submission of information and documents for the formation of a statement of claim to the court on the recognition of the supplier as an unscrupulous participant in the State Order;
  • execution of one-time oral and/or written instructions of a legal nature of the immediate supervisor.

Director of the Institute of Continuing Professional Education
NJSC "Astana Medical University" announces a competition for the position of Director of the Institute of Continuing Professional Education.

Responsibilities:
  • Coordination of the work of the Institute of NGOs and departments involved in the implementation of additional education programs;
  • To monitor the needs of practical healthcare in the regions of the republic for advanced training and certification courses in all specialties (work with Health Departments and medical organizations), the formation of an annual plan of cycles of advanced training and certification courses, additions and changes to it; according to the needs of practical healthcare.
  • To inform Health Departments and medical organizations about the conduct of training, according to the annual calendar plan of cycles of advanced training and certification courses, additions and changes to it; creation of additional values for the purpose of investment attractiveness of the university. Development of partnership relations with the practical healthcare of the regions of the republic within the framework of professional development and additional education.
  • Organize jointly with the departments of scientific and practical conferences, seminars, master classes and joint educational programs on additional education with international organizations (joint professional development programs, seminars with the involvement of foreign lecturers in the online/offline format);
  • Develop a strategy for the development of the NGO Institute, strengthen and develop external relations with stakeholders and education and health authorities.

  • Prepare draft work plans of the Center, organize professional development of specialists with higher education engaged in the field of education in the direction.

  • submit the draft Development Plan, as well as clarifications of the 1.2 six-month Development Plan, to the authorized bodies of the University for consideration and approval; prepare a report on the implementation of the University Development Plan;
  • ensure the effectiveness and efficiency of the indicators of UPE activity;
  • develop draft urgent (current), medium-term and long-term long-term plans, and the budget proposal of the University;
  • identify sources of funding, including budgetary funding, borrowing and use of the University's own funds;
  • participate in the development, control the implementation of corrective and preventive actions to eliminate and prevent inconsistencies identified as a result of internal inspections, as well as inspections carried out based on the results of effectiveness analysis;
  • systematically participate in the organization of work to improve the quality of the educational and labor process;
  • immediately inform the University management of adverse events, facts and situations that pose a threat to the life and health of people, the safety of the property of the employer and employees;
  • comply in a timely manner and in full with the oral, written instructions of the supervising vice-rector, which do not contradict the current legislation
Requirements:
  • Higher economic education;Work experience in the specialty of at least 5 (five) years;
  • Prompt decision-making, stress resistance, responsibility, attentiveness;
  • Knowledge of the state language;
  • Confident user of PC, Outlook mail.
 Terms:

The person who has expressed a desire to take part in the competition, within the deadlines for accepting the documents specified in the announcement, submits the following documents to the university on purpose or by mail:

1) application by form (must be downloaded on the website www.amu.kz in the vacancy section);

2) a copy of the identity document;

3) resume/portfolio;

4) plan for the short and medium term (1,3,5 years, presentation);

5) copies of documents on education and appendices thereto, one copy each

Acceptance of documents for participation in the competition is carried out within 10 (ten) business days from the date of publication of the announcement.
