Руководитель управления организации и мониторинга государственных закупок
НАО "Медицинский университет Астана" объявляет конкурс на должность Руководителя управления организации и мониторинга государственных закупок.

Обязанности:
  • участие в разработке внутренних документов Управления по организации государственных закупок;
  • своевременное осуществление разработки проектов документов, связанных с деятельностью Управления в области государственных закупок и представление их на утверждение;
  • соблюдение законности в деятельности Университета и защита его правовых интересов в области государственных закупок;
  • осуществление контроля за составлением годового плана государственных закупок товаров, работ и услуг, предварительного годового плана государственных закупок товаров, работ и услуг, внесения в них изменений;
  • осуществление контроля за соответствием годового плана государственных закупок товаров, работ и услуг утвержденному бюджету (плану развития);
  • осуществление распределения нагрузки среди специалистов по государственным закупкам и общий контроль за надлежащим исполнением ими своих должностных обязанностей; 
  • участие в разрешении спорных вопросов, касающихся закупочной деятельности;
  • согласовывать проекты приказов, протоколов, договоров и иных документов по государственным закупкам товаров, работ и услуг;
  • осуществление общего контроля за соблюдением законодательства Республики Казахстан, регламентирующего процесс государственных закупок, а также иных нормативных правовых актов косвенно касающихся закупочного процесса;
  • проведение мониторинга и контроля процесса государственных закупок;
  • обеспечение недопущения рисков, установленных в соответствующих корпоративных документах Университета по управлению рисками;
  • контроль за подготовкой и направлением информации и документов для формирования искового заявления в суд о признании поставщика недобросовестным участником ГЗ;
  • исполнение разовых устных и/или письменных поручений правового характера непосредственного курирующего лица.
Требования:
  • Высшее юридическое/экономическое;
  • Стаж работы по специальности в области государственных закупок не менее 5 лет;
  • Знания языка: каз.яз., рус.яз - в совершенстве, английский - приветствуется;
  • оперативное принятия решении, стрессоустойчивость, ответственность, внимательность;
  • соблюдение правил информационной безопасности;
  • опытный пользователь ПК.
Условия:
  • Официальное трудоустройство согласно действующему трудовому законодательству;
  • График работы 5/2, с 8.30 до 17.30;

Head of the Center for Monitoring and Accounting of Students
NJSC "Astana Medical University" announces a competition for the position of Head of the Center for Monitoring and Accounting of Students.

Responsibilities:
  • carry out general management of the work of the Center;plan, organize and control the work of the Center's employees;
  • order, keep records, keep strict reporting forms (diplomas, certificates);
  • receive correspondence received by the Center, distribute it among the Center staff for execution and preparation of responses;
  • control the keeping of records on the expulsion, transfer, restoration of students by orders of the rector and vice-rector;
  • control the accuracy of the preparation of the statistical annual report of the OVPO form, and the timeliness of submission to the Department of Statistics;
  • monitor the accuracy of the preparation of the report on vacant grants;
  • submit a statistical report on the movement of students to the leadership of the University;
  • control the admission and availability of documents of students admitted to the 1st year from the selection committee;
  • monitor the execution of orders for the renewal of documents;
  • control of the contingent, the use of orders for the movement and release of students;
  • monitor the timely sending of replies to received correspondence;
  • monitor the audit of personal files;
  • register, issue, issue diplomas and certificates to graduates;
  • draw up and send to the state bodies of the Republic of Kazakhstan a report on used, written off, unused strict reporting forms;
  • check the correctness of the prepared draft documents submitted to the rector, vice-rector for signature and ensure their high-quality editing;
  • monitor compliance with the deadlines for the execution of instructions of protocol meetings;
  • maintain the level of qualification necessary for the performance of official duties;
  • qualitatively consider the materials submitted to the Management Board;
  • prepare a digital report on used, damaged and balances of diplomas and certificates;
  • issue an order to issue a duplicate diploma or certificate of completion of an internship, residency
Requirements:
  • Higher (postgraduate) pedagogical, medical, legal or economic education;
  • Work experience in educational or healthcare organizations is at least 5 years;
  • Knowledge of Russian and Kazakh, English is encouraged;
  • Prompt decision-making, stress resistance, responsibility, attentiveness;
  • Compliance with information security rules;
  • Experienced PC user.
 Terms:

NJSC "Astana Medical University" announces a competition for the position of Head of the Planning and Economic Analysis Department.

Responsibilities:
  • Carry out general management and analysis of the activities of UPEA, plan the financial and economic activities of the University;
  • Review the Business Unit and University Development Plan, identify reserves and develop cost-saving and cost-saving measures, and monitor the implementation of the financial plan;

  • systematically participate in the organization of work to improve the quality of the educational and labor process;
