Currently, the project approach, as a highly effective and progressive method of enterprise management, has firmly established itself in the development paradigm of all major companies regardless of their field of activity. Moreover, project management is now being integrated into the practice of public administration. The Astana Medical University opened its Project Office (hereinafter referred to as the PO) on May 30, 2022, by decision of the Board of Directors No. 17.
The main tasks of the PO are as follows:
1) Coordination of project activities at the University, including the implementation of innovative and other projects, excluding scientific ones.
2) Analytical, normative, methodological, and organizational support for the project activities of the University.
3) Planning, formation, and control of the project portfolio.
4) Development of the project management system in the University.
5) Compilation of consolidated project reporting.
6) Implementation, support, and development of a system of motivation and incentives for project participants and project activities.
The main functions of the PO include:
1) Overall coordination of the implementation and development of project activities at the University.
2) Development, coordination, approval, and implementation of regulatory documents on project management issues at the University.
3) Development, coordination, approval, and implementation of project management methodology and ensuring its application.
4) Provision of methodological assistance in the design, planning, and implementation of projects initiated by the structural units of the University, excluding scientific projects.
5) Coordination of project documents for projects initiated and implemented by the structural units of the University, excluding scientific projects: initiative project proposals; project statutes; progress reports on project implementation; final project implementation reports; changes to project statutes; normative documents on project management issues developed by project participants; proposals for improving project management.
6) Maintenance of project records and documentation through registration in special journals and/or an automated system.
7) Achievement of target indicators of the University's Development Strategy, as well as Key Performance Indicators (KPIs) approved for the Project Office.
8) Organization of the Project Management Council.
9) Monitoring of project implementation from the opening date until the submission of final project implementation reports upon their completion.
10) Organization of expert evaluation of the feasibility and financial viability of innovative and individual projects.
11) Interaction with government bodies and other legal and natural persons on issues of project management at the University.
12) Establishment and maintenance of an archive of completed and closed projects.
13) Development of technical requirements and specifications, development, implementation, support, and development of an automated information system for maintaining a project registry, planning, and monitoring projects.
14) Submission of proposals to the University management on the improvement and updating of project management based on the study and analysis of international project management experience.
15) Participation in the operation of the incentive and motivation system for project management participants and improving its procedure.
16) Organization and conduct of project management training for University staff involved in project implementation.
17) Conducting Scrum meetings with project teams to determine project status, quality, and timeliness of work completion, preparation, and submission of relevant information to the University Rector.
18) Informational filling and maintenance of sections of the University's official website on issues within the competence of the Project Office.
19) Interaction with the structural units of the University on issues within the competence of the Project Office.
