The objectives of HR management are aimed at the effective utilization of human capital to achieve strategic and operational business outcomes.

Talent Acquisition and Retention: Ensuring the University is staffed with highly qualified and valuable professionals through targeted recruitment and retention strategies.

Corporate Culture Development: Cultivating a strong organizational culture aligned with the University’s values, mission, and ethical standards.

Workforce Optimization: Enhancing employee performance by refining organizational structures, task distribution, and key performance indicators (KPIs).

Change Management: Supporting employees during periods of transformation, including institutional growth, mergers, and digital transformation initiatives.

Operational Objectives

Recruitment and Hiring: Timely and efficient closure of vacancies with well-matched candidates.

Training and Development: Facilitating professional development through training programs, mentorship, and career advancement opportunities.

Performance Management: Implementing assessment tools such as performance appraisals, reviews, and 360-degree feedback.

Compensation and Motivation: Designing and maintaining comprehensive reward systems, including bonuses, incentive programs, and social benefits.

Compliance with Labor Legislation: Ensuring proper personnel documentation and adherence to policies on non-discrimination and equal opportunity.

History

The HR department has existed since the foundation of the Tselinograd State Medical Institute (TSMI). Over the years, it has been led by several distinguished professionals, including K.S. Zakhlevny, L.A. Eremenko, Z.E. Andreiko, Z.B. Mamed, S.R. Baimukhametova, and Zh.A. Kurmangalieva. The current Head of HR is I.I. Zikenov.

The department has developed its own mission, identified strategic goals and objectives within the framework of the integrated management system, which are harmoniously aligned with the University's overall goals and mission, forming the basis for effective personnel management and achieving high performance.

The HR department actively provides consultations to employees on personnel documentation, labor legislation, and other regulatory and legal matters. To monitor customer satisfaction, surveys are conducted to gather feedback on the services provided.

Achievements

  • The storage of employee personal files has been optimized, reducing the time required to issue official extracts by 30%;
  • Data is regularly updated on the national information portal "Electronic Labor Exchange" – www.enbek.kz;
  • The “PLATONUS” information system is operational;
  • Constant monitoring of job vacancies and résumés is carried out via the Headhunter platform;
  • The personnel service has been automated and digitized using the 1C: Payroll and Human Resource Management (ZUP) system;
  • In line with the President’s directive on full automation of personnel-related processes, the "Unified HR System" (EKS) has been implemented;
  • A digital platform-based program for competitive selection of academic staff has been developed and is being implemented;
  • A Welcome training system for new employees has been created and is functioning.

All activities of the HR department are focused on continuous development and improvement, the implementation of modern digital solutions, and enhancing the quality of service for university staff, in accordance with global trends in HR management.
